International borders politically divide the landscape but rarely represent barriers for environmental issues. The major issues surrounding the U.S.-Mexico border involve economics and population growth that present challenges to environmental management and natural resource planning. To monitor trends and analyze the stresses to the environment, binationally integrated baseline datasets that portray the status of the landscape are needed. The primary objective of the U.S. Gelogical Survey's Border Environmental Health Initiative is to develop integrated, environmental resource and human health datasets for display and further analysis within a geographic information system (GIS) framework. Datasets created for the BEHI follow watershed boundaries as defined by Woodward and Durall (1996). As part of the U.S.-Mexico Border Field Coordinating Committee Issues Team, Woodward and Durall used surface-water drainage basins as the primary basis for defining and delineating the extent of the border area from a shared-water resources perspective. In order to provide integrated datasets in the border region, local and regional BEHI datasets have been clipped to this boundary. This feature class contains the locations of hospitals along the U.S.-Mexico Border, and is being completed in phases by subareas defined by the USGS's BEHI. Currently, data are available along the entire Mexican side of the border, but on the U.S. side data are only available in Texas. Data for Mexico, excluding Cd. Juárez in Chihuahua, were obtained from the Instituto Nacional de Salud Pública in 2006. However, hospitals in Cd. Juárez were obtained from the Instituto Municipal de Investigación y Planeación (IMIP), Cd. Juárez in 2005. Data for Texas were obtained from the Texas Department of State Health Services (DSHS) in 2004. The dates for the ground condition of the datasets are 2005 (for the Instituto Nacional de Salud Pública and IMIP), and 2003 for DSHS. For these data, a hospital is defined as : "(A) a general or special hospital licensed under Chapter 241; (B) a private mental hospital licensed under Chapter 577; and (C) a treatment facility licensed under Chapter 464. (TDSHS, 2001)" These can be broken down into the following definitions: 1. "'General hospital' means an establishment that: (A) offers services, facilities, and beds for use for more than 24 hours for two or more unrelated individuals requiring diagnosis, treatment, or care for illness, injury, deformity, abnormality, or pregnancy; and (B) regularly maintains, at a minimum, clinical laboratory services, diagnostic X-ray services, treatment facilities including surgery or obstetrical care or both, and other definitive medical or surgical treatment of similar extent. A "'Treatment facility' means: (A) a public or private hospital; (B) a detoxification facility; (C) a primary care facility; (D) an intensive care facility; (E) a long-term care facility; (F) an outpatient care facility; (G) a community mental health center; (H) a health maintenance organization; (I) a recovery center; (J) a halfway house; (K) an ambulatory care facility; or (L) any other facility that offers or purports to offer treatment. (TDSHS, 2007)" For Mexico, this dataset contains all hospitals supplied to us from IMIP and the Instituto Nacional de Salud Pública that fall within the BEHI study area. These data are classified differently than the TDSHS data. IMIP data were used in Juárez, Chihuahua, and those hospitals are defined as facilities that provide medical services and have more than 30 beds. The rest of the Mexican data are from the Instituto Nacional de Salud Pública whose hospital dataset contains facilities that fit the following definitions: 1. General Hospital - A facility that provides medical services, including surgery, and has at least 20 beds. 2. Integrated Hospital - A facility that proveds medical services and has 12-20 beds. 3. Specialized Hospital - A facility that provides specialized care including, but not limited to, Pediatric Care, Women's Health, Cancer. 4. Health Center - A facility with one doctor and two nurses. It includes a consultation area with beds for observation. These may be part of a "núcleo básico", which can contain up to 9 health centers. 5.
